Chicago Plans To Expand O’Hare Terminal Capacity by 60% and Create 60,000 Construction Jobs Mayor Rahm Emmanuel announced the largest expansion plan in O’Hare Airport history, a project which is expected to create 60,000 construction jobs over the next 9 years.  Construction is supposed to begin next year.
